The Tanzania Revenue Authority (TRA), in collaboration with SICPA Tanzania, has launched a nationwide training program for a new mobile application—Smart DAS (Digitally Updated)—aimed at minimizing human error and enhancing efficiency in tax compliance and enforcement.
Speaking yesterday in the region, Abyud Tweve, ETS Project Manager from the Domestic Revenue Department at TRA Headquarters, said the initiative is part of TRA’s broader strategy to simplify the Electronic Tax Stamp (ETS) declaration process.
Tweve explained that the Smart DAS app, now available on both Android and iOS platforms, provides a faster, more accurate solution for taxpayers.
“Instead of manually entering stamp serial numbers—a process that is both time-consuming and error-prone—manufacturers can now scan the first and last stamp in a package. The app automatically collects and submits the necessary data to TRA’s central system, significantly reducing declaration time and improving data accuracy,” he said.
He added that the application was developed in direct response to feedback from taxpayers.
“We listened to the challenges raised by stakeholders and delivered a practical, user-friendly solution that not only simplifies compliance but also strengthens our capacity to monitor production in real time,” Tweve noted.
To support the rollout, TRA conducted a special training session in Dar es Salaam involving 92 officers from various regions across the country. These officers, responsible for overseeing ETS and Electronic Fiscal Devices (EFD), received practical training on how to use the Smart DAS app and integrate it with existing tax systems.
As part of the session, participants also engaged in a workshop that resulted in a plan to establish a grassroots training framework. Each officer is now expected to hold taxpayer workshops in their respective regions to ensure manufacturers understand and adopt the new system without disrupting their operations.
“The success of Smart DAS hinges on awareness and accessibility. Our officers are now well-equipped to guide taxpayers, address their concerns, and ensure the technology is used effectively,” Tweve emphasized.
Alfred Mapunda, General Manager of SICPA Tanzania, announced that as part of the program, SICPA has supplied TRA with 5,000 validator cards. These cards, which include two color windows to show security effects on authentic stamps, will be distributed to wholesalers, distributors, and other key players in the excise product supply chain.
“These cards will help stakeholders easily verify stamp authenticity before accepting products. SICPA Tanzania is proud to support TRA in deploying secure and modern tools that protect government revenue and promote fair trade,” said Mapunda.
He highlighted that the Smart DAS app and validator cards are part of a broader commitment to strengthen Tanzania’s tax system through innovative and accessible technology.
“By combining advanced tools with targeted training, this partnership is a significant step forward in enhancing compliance, protecting excise revenue, and empowering businesses with technology that encourages voluntary tax compliance,” Mapunda said.
He further noted that as African tax institutions increasingly embrace digital transformation, Tanzania is positioning itself as a regional leader in innovative tax administration—alongside fellow East African Community members such as Kenya and Uganda.
